Both the Robot Wars and Roaming Robots Wiki state that this machine was built by Craig Danby as "Scrap Dog" and then sold. Due to a comment from Dave Weston on Revsmin's YouTube Channel (https://www.youtube.com/watch?v=edZz--icWjE) it appears it was sold to team Hell
